Documents and driving rules for the cross-border drive

The paperwork for a Tbilisi–Yerevan run is decided by two different sets of rules: what Georgian traffic law asks of a driver, and what the rental agreement asks of the car.

What a driver needs to carry at the wheel

• Foreign licence: valid in Georgia for up to a year from the date you entered the country, with no exchange required.
• IDP or notarised translation: needed only if your licence carries neither Latin nor Cyrillic script; Georgia is a party to the 1968 Vienna Convention.
• Passport and current licence: the documents the rental agreement sets out.

Speed, seat belts and the rules that differ from home

Urban limits are 60 km/h under Article 33(6) and 20 km/h in residential zones; outside built-up areas a category B car may do 90 km/h, and 110 km/h on a motorway, dropping to 80 km/h with a light trailer under Article 33(7b). Seat belts are required for the driver and all front passengers — rear belts are not compulsory by law, though we still ask passengers to wear them. Phones work through a hands-free kit only, with both hands on the wheel, under Article 21.

Children under three travel in the back in a seat or restraint matched to height and weight, and a passenger of 16 or over may hold a small child on their lap in the rear; a child under six must never be left alone in a parked car. The alcohol limit is 0.3 ‰, measured as 0.03 %. Winter tyres are compulsory from 1 December to 1 March, and in zones designated by the government chains on at least two front wheels may be required in specific weather.

Insurance, fines and what is agreed before you leave

Georgia has no compulsory third-party cover for owners of locally registered cars as of 5 September 2026: the government put its introduction into the autumn legislative work plan, with no date named. A car here carries Georgian plates, so the mandatory insurance for foreign vehicles does not apply to it. Full cover for the car, the driver and passengers (CDW / Super CDW) is available as an option — and theft of personal belongings sits outside standard cover, so keep bags out of sight at the border.

Petrol in Georgia was 4.06 lari per litre on 21.09.2026, diesel 4.76 lari — diesel runs about 17% dearer per litre. Fill a full tank in the capital before you leave. Our cars leave the yard clean with a full tank and come back full-to-full; anything missing is charged with a refuelling service fee as set out in the rental agreement.

Tolls, the Rikoti pass and the Armenian side

• Georgian roads: every international and domestic road is free — the Roads Department confirmed on 10.06.2026 that use «remains free of charge», with no change planned.
• No vignettes or transponders: nothing to buy, nothing to stick on the windscreen before the trip.
• Rikoti (E60): the 52 km east–west section with 51 tunnels and 97 bridges opened on 29.12.2025 and is toll-free, though it sits on the road west towards Kutaisi and Batumi and is not part of the Yerevan route.
• Armenian side: tolls and fuel there are outside our figures — the crossing at Sadakhlo–Bagratashen is where Georgian conditions end.
• Winter tyres: compulsory from 1 December to 1 March; chains on at least two front wheels in government-defined zones under special weather.

Parking and the driving rules that matter

Street parking in the capital is zonal and paid: from 1 lari an hour, first 15 minutes free, paid through the Tbilisi Parking app or kerbside terminals. Underground car parks in the centre charge more — Freedom Square around 2–3 lari an hour, Rike about 7 lari a day, Orbeliani roughly 1–2. An unpaid parking session carries a 50 lari fine, and a towed car costs 150 lari plus 20 lari a day in storage, so buy the session before you walk away. Speed limits are 60 km/h in built-up areas, 90 km/h outside, 110 km/h on motorways, and the alcohol limit is 0.3‰ — low enough that a single drink the night before is worth thinking about.
