ZBE Madrid and the DGT environmental sticker

ZBE Madrid (Zona de Bajas Emisiones de Madrid) covers every urban street in the municipality — all 21 districts — and cars without a DGT environmental sticker, category A, cannot enter. Category A means petrol cars registered before 2000 and diesels registered before 2005. As of 00:00 on 07.04.2026, Ordenanza 2/2026 of 24.03.2026, new transitional provision seven, sets the current access regime. Vehicles with foreign plates have no DGT sticker at all and must be registered in advance before driving into the zone. Our diesel Range Rovers are modern and compliant, but the registration side is worth checking before you arrive rather than at the barrier.

Speed limits and what a fine costs

• Autopista and autovía: 120 km/h is the general limit for passenger cars, motorcycles and campervans up to 3,500 kg.
• Ordinary interurban road (vía convencional): 90 km/h unless the road owner signs a higher limit of up to 100 km/h.
• City street, one lane each way: 30 km/h, with 20 km/h on single-platform streets and 50 km/h where there are two or more lanes in one direction.
• Speeding fine on a 30 km/h street: 31–50 km/h over the limit is 100 EUR with no points; 51–60 km/h is 300 EUR and 2 points; 61–70 km/h is 400 EUR and 4 points.
• Phone in hand: 200 EUR, and 6 points if you were holding it rather than using a hands-free set.
• Seatbelt or child seat: 200 EUR and 4 points; child restraints are compulsory for anyone 135 cm or shorter.
• Alcohol: the general limit is 0,25 mg/l of breath, 0,15 mg/l for drivers in their first two years and professionals, and above 0,60 mg/l it becomes a criminal offence rather than an administrative fine.

Parking, tolls and mountain roads

SER zona azul (blue) allows a maximum of 4 hours and SER zona verde (green) a maximum of 2 hours; both run 09:00–21:00 on weekdays and 09:00–15:00 on Saturdays. A 0 emisiones sticker parks free in these bays, and an ECO sticker gets a 75% discount on resident season tickets. The M-30, M-40, M-45, M-50 rings and the radial A-1 to A-6 motorways cost nothing, while the R-2, R-3 and R-4 radials are tolled. For a run into the Sierra de Guadarrama, winter tyres are not a permanent legal requirement in Spain — DGT imposes the restriction point by point, with signs and gantries, when snow affects driving. In practice, that means checking the roadside boards before you commit to a mountain route rather than assuming the car is prepared for it.

• EU/EEA licence: valid in Spain as it stands until its expiry date, no international permit required.

The DGT recommends sorting an IDP before you travel if your licence is not in Latin script. Minimum age and driving experience are not fixed by Spanish law for rentals — they are agreed when booking, so ask rather than assume.

Every car legally on a Spanish road carries Seguro Obligatorio de Responsabilidad Civil, and it is included by default. The statutory minimums are 70,000,000 EUR per incident for personal injury and 15,000,000 EUR for property damage, under Real Decreto Legislativo 8/2004, article 4.2 as amended by Ley 5/2025, in force since 26.07.2025. That cover protects third parties — not the driver and not the car itself. Collision damage is handled by CDW, which removes your liability for bodywork damage down to the excess, while theft and vandalism sit with THW. Glass and tyres are usually outside basic CDW and come as a separate option. The excess itself is printed in the agreement whatever protection level you take, and the deposit is a pre-authorisation on your credit card — the amount is confirmed before you sign. In our experience the two questions that actually matter are the excess figure and whether glass and tyres are in, so ask both before the keys change hands.

Super CDW, Zero Excess and Full Protection buy down the excess that basic CDW leaves you with, and the same logic applies to the theft excess through STHW.
