Street parking is zonal: the first 15 minutes are free, then it runs from 1 ₾ an hour, paid through the Tbilisi Parking app or at a terminal. A fine for unpaid parking is 50 ₾, and a towed car costs 150 ₾ plus 20 ₾ a day in storage — cheap enough to ignore once, expensive enough to remember. Underground car parks in the centre are the simpler answer: around 2–3 ₾ an hour near Freedom Square, about 7 ₾ a day at Rike, and roughly the first hour around 2 ₾ at Galleria Tbilisi.

• Built-up areas: 60 km/h, dropping to 20 km/h in residential zones under Article 33, part 6.
• Outside built-up areas: 90 km/h for category B, 110 km/h on motorways, 80 km/h with a light trailer.
• Seatbelts: compulsory for the driver and all front passengers; rear belts are not required by law.

Winter rules and the roads out of the city

Winter tyres are mandatory from 1 December to 1 March, and in government-defined zones under special weather conditions chains are required on at least two front wheels. That matters on the S3, the Military Highway: 139 km from Mtskheta to the Russian border at Stepantsminda, past Zhinvali, Ananuri, Pasanauri and Gudauri, topping out at the Jvari Pass at 2,379 m. From Freedom Square the numbers are straightforward — 26 km to Mtskheta, 66 km to Ananuri, 121 km to Gudauri, 153 km to Stepantsminda, 109 km to Sighnaghi and 98 km to David Gareja. Georgian roads carry no tolls: the Roads Department stated on 10.06.2026 that use of the country's international and domestic roads remains free of charge, and the 52 km Rikoti section on the east–west E60 — 51 tunnels, 97 bridges, four lanes, opened 29.12.2025 — is free as well. Above Gudauri the Jvari Pass closes when avalanche risk is high, so check conditions the morning you leave rather than the night before.

Foreign driving licences are valid in Georgia for up to a year from your date of entry, and no exchange is required. If your licence carries neither Latin nor Cyrillic characters, bring an International Driving Permit or a notarised translation — Georgia is a party to the 1968 Vienna Convention. Age and driving experience are agreed when booking, as is the deposit. Check the script on your card before you fly — a permit ordered in advance costs far less time than one arranged after arrival.
