The ZBE València (Zona de Bajas Emisiones) covers 27.8 km² inside the Ronda Nord, the avenidas de Tarongers and Serradora, and the Bulevard Sud. What we can say is what the law puts behind every car on Spanish roads — compulsory third-party cover, Seguro Obligatorio de Responsabilidad Civil, is included in any hire and applies even if the person driving is not named on the contract. It pays for damage to other people and their property, not for the car itself and not for the driver.

For the car itself, the market works on a damage waiver and a franchise — an excess the renter carries. The waiver is an option rather than a legal requirement, and the excess is printed in the agreement whatever level of protection you take. Documents and the driver

Licences from the EU and EEA are valid in Spain as they stand while they have not expired.
