The 52 km Rikoti (E60, east–west) section opened on 29.12.2025 at a cost of about 2.6 billion lari and carries 51 tunnels and 97 bridges across four lanes, still free to use.

Payment runs through the Tbilisi Parking app, street machines or parking.tbilisi.gov.ge, where you can search by a transit or foreign plate. An unpaid parking session is a 50 lari fine, and a towed car costs 150 lari plus 20 lari per day of storage. Underground garages in the centre are the easy fallback: Freedom Square around 2–3 lari per hour, Rike about 7 lari per day, Orbeliani Square roughly 1–2 lari per hour, Galleria Tbilisi about 2 lari for the first hour.

• Speed limits: 60 km/h in built-up areas and 20 km/h in residential zones; 90 km/h outside towns and 110 km/h on motorways.
• Seat belts: required for the driver and all front passengers; rear belts are not compulsory under Georgian law.
• Phones: hands-free or a headset only, with both hands on the wheel.
• Children: under 3 in a child seat or restraint matched to height and weight, allowed on the lap of a passenger aged 16 or over in the back; never leave a child under 6 alone in a parked car.
• Alcohol: 0.3‰ (0.03%) is the limit.
• Winter tyres: mandatory from 1 December to 1 March, with chains on at least two front wheels in government-designated zones under special weather.

Fines are worth knowing: 50 lari for speeding 15–40 km/h over the limit, 150 lari above 40 km/h, 40 lari for a belt, 30 lari for a phone, 50 lari for a red light or an unpaid parking session, and 500 lari for driving without a licence, with a 20% discount for payment within 10 days. Because the car is supplied with a full tank and returned full-to-full, note your fuel level at hand-over and refuel before the last stretch back — the missing-fuel charge plus the refuelling fee are set out in the rental agreement.

Winter: chains, tyres and the 1 December rule

Winter changes the legal picture, not just the road surface. From 1 December to 1 March, winter tyres are compulsory on Georgian roads; in zones designated by the government, chains on at least two front wheels are required in specific weather conditions. Practical points for the cold months:

• Winter tyres: the legal requirement runs 1 December to 1 March — check the car is shod for the season before you leave the hand-over point.
