Driving a rented sedan in Valencia, ZBE and parking rules

A sedan is the easiest way to see the city without depending on timetables, but there are three things to know before you drive: the low-emission zone, paid street parking and the speed limits that apply inside the ring roads.

The ZBE València low-emission zone

The ZBE València (Zona de Bajas Emisiones) covers 27.8 km² inside Ronda Nord, avenidas de Tarongers and Serradora and Bulevard Sud, running 24 hours a day, 365 days a year. The rollout is staged: from 01.12.2025 until 31.12.2026 the restriction applies only to cars without a DGT sticker (category A) registered outside the province of Valencia; from 01.01.2027 to cars without a sticker registered outside the city; and from 01.01.2028 to every category A car, residents included. Category A means petrol cars registered before 2001 and diesel cars registered before 2006. A car with Spanish plates and a DGT sticker — B, C, ECO or 0 — falls outside the restriction, because only category A is targeted.

Parking in the city: zona azul, zona naranja and the clock

Street parking is regulated by colour. In Ciutat Vella, L'Eixample and Extramurs the zona azul costs 0.55 EUR up to 25 minutes, 1.00 EUR for 60 minutes and 1.70 EUR for 120 minutes; elsewhere in the city the same zone drops to 0.30 EUR, 0.80 EUR and 1.50 EUR. The zona naranja is mixed resident-and-rotation space and costs non-residents 1.10 EUR, 2.10 EUR and 3.30 EUR for the same three steps. Two hours is the maximum stay in all of them. Rotation hours for non-residents vary by district: Ciutat Vella Monday to Friday 9:00–20:00, Ruzafa, El Botànic and La Roqueta Monday to Friday 9:00–19:00, and Saturday 9:00–15:00 everywhere. Outside those windows the space belongs to residents only.

• Zona azul centro y ensanches: the priciest blue zone, covering Ciutat Vella, L'Eixample and Extramurs.
• Zona azul resto ciudad: the cheaper blue zone outside the centre.
• Zona naranja: mixed resident-and-rotation bays, open to non-residents only during rotation hours.

Speed limits and the roads out of the city

Speeds follow the general Spanish scale: 120 km/h on autopista and autovía, 90 km/h on an ordinary country road, 50 km/h on a city street with two or more lanes each way, 30 km/h where there is one lane each way, and 20 km/h on a single-platform street. The V-21 into the city and the V-30 urban ring both carry fixed speed cameras, so the limit on those two matters more than it does elsewhere. For a run south, the AP-7 between Salou and Alicante has been toll-free since 01.01.2020, when the Aumar concession ended and 373.8 km were released — Dénia, Calp, Benidorm and Peñíscola are all reachable without a péage.

• EU/EEA licence: fully valid in Spain for as long as it remains in force, with nothing extra needed and no IDP required.

Two things shape which car you take. So the sticker on the windscreen matters more for a loop back into the centre than for the drive out. Fuel is the other half: Gasolina 95 E5 averaged 1.978 EUR a litre across 62 stations in the municipality, diesel Gasóleo A 1.923 EUR across 63, both measured 2026-09-24. Across the province the same 95 ran from 1.677 to 2.129 EUR, so the station you pick matters.

Parking at the far end is where the day can go wrong. Zona azul in the centre and the ensanches — Ciutat Vella, L'Eixample, Extramurs — allows a maximum of two hours, costs 1.00 EUR for 60 minutes and 1.70 EUR for 120, and runs Monday to Saturday 09:00–14:00 and 16:00–20:00. Hotel stays in the city peak in July and August, so start early in those months.
