Driving rules and documents for a rental car in Spain

Spain drives on the right, and every car in our fleet is left-hand drive, so drivers from right-hand-traffic countries settle in within the first few kilometres. The rules below are the ones that matter on the run south to Benidorm, and they are the same rules whether you collect the car at Valencia Airport (VLC) or at an address in the city.

What to carry in the car

• Licence: an EU/EEA permit (Iceland, Liechtenstein and Norway included) is valid in Spain until its own expiry date, with nothing further required; no IDP is needed.
• Non-EU/EEA permit: valid in Spain if the licence is current, the holder meets the Spanish age requirement for the equivalent category, and no more than six months have passed since they took up ordinary residence in Spain — the DGT advises getting an international driving permit before the trip.
• Permit not in Spanish: valid either with an official sworn translation into Spanish, or if it was issued to the model of Annex 9 of the Geneva Convention or Annex 6 of the Vienna Convention.
• International permit (Permiso Internacional de Conducción): a supplementary document valid for 1 year — it is shown only together with your passport and your national licence, never on its own.

Speed limits and the fines behind them

On autopista and autovía the limit is 120 km/h for cars, motorcycles and campervans up to 3 500 kg; on an ordinary out-of-town road (carretera convencional) it is 90 km/h, which the road owner may raise to 100 km/h. In town the limit depends on the street: 20 km/h where the carriageway and pavement form a single platform, 30 km/h on a street with one lane in each direction, and 50 km/h where there are two or more lanes each way — bus and taxi lanes do not count towards that total. Fines for speeding run through the DGT table: 100 EUR with no points, then 300 EUR with 2 points, 400 EUR with 4, 500 EUR with 6, and 600 EUR with 6 for the most serious band. Going more than 60 km/h over the limit in town, or more than 80 km/h outside it, stops being an administrative fine and becomes a criminal offence.

Alcohol, phones and children

The general alcohol limit is 0.25 mg per litre of breath; for drivers in their first two years and for professional drivers it is 0.15 mg/l, and anything above 0.60 mg/l is a criminal matter. Driving with a phone in your hand costs 200 EUR and 6 points, and the same 200 EUR with 4 points applies to seat belts and child seats. Child restraints (SRI) are compulsory for children up to 135 cm tall; at 135 cm and above, and under 12 years old, the standard belt is allowed. Spain does not require winter tyres as a standing seasonal rule — the DGT imposes that requirement point by point, with signs and overhead boards, on specific roads when snow affects traffic.

The good news is that a car with Spanish plates and a DGT sticker is outside the zone's restrictions — the rules target vehicles with no sticker at all.

ZBE València and why a hire car is not the problem

ZBE València (Zona de Bajas Emisiones) covers 27.8 km² inside Ronda Nord, the avenidas de Tarongers and Serradora, and Bulevard Sud, and its first stage runs from 01.12.2025 to 31.12.2026, restricting only category A cars — petrol registered before 2001 and diesel before 2006 — that are registered outside the province of Valencia. From 01.01.2027 the restriction widens to category A cars from outside the city itself, and from 01.01.2028 it catches every category A car including residents'. Cars with Spanish plates and a DGT sticker (B, C, ECO or 0) fall outside these limits.

Where the car can stand in the city

• Zona azul centro y ensanches: Ciutat Vella, L'Eixample and Extramurs, two hours maximum, €0.55 up to 25 minutes, €1.00 for 60 minutes, €1.70 for 120.
• Zona azul resto ciudad: the same two-hour cap at €0.30, €0.80 and €1.50 for the same three bands.
• Zona naranja: mixed resident-and-rotation parking at €1.10, €2.10 and €3.30; non-residents may use it only during rotation hours.
• Rotation hours: Ciutat Vella Monday to Friday 9:00–20:00, Ruzafa, El Botànic and La Roqueta 9:00–19:00, Saturdays 9:00–15:00 everywhere.
• Payment: ElParking (operated by EYSA) and Telpark cover the regulated zones.

The AP-7 between Valencia and Benidorm has been toll-free since 01.01.2020, when the Aumar concession ended and 373.8 km were released, so the only running cost on this route is fuel. Remember the full-to-full rule: the car leaves with a full tank and must come back full, or the missing fuel and a refuelling service fee are charged as set out in the rental agreement.
