ZBE València (Zona de Bajas Emisiones) covers 27.8 km² inside Ronda Nord, the avenidas de Tarongers and Serradora, and Bulevard Sud, and runs around the clock, 365 days a year. Restrictions are being phased in: from 01.12.2025 to 31.12.2026 only cars without a DGT sticker (category A) registered outside the province of Valencia are affected; from 01.01.2027 that widens to category A cars registered outside the city; from 01.01.2028 it covers every category A car, residents included. • Licence not in Spanish: valid either with an official certified translation into Spanish, or if it was issued on the model of Annex 9 of the Geneva Convention or Annex 6 of the Vienna Convention.
• International Driving Permit: a supplementary document only — it is shown together with your passport and your national licence, never on its own, and it runs for one year.

What the agreement settles

Spanish consumer rules work in your favour here: the advertised price of a hire has to include every mandatory charge you cannot drive without, including the compulsory third-party insurance. Damage found on the car has to be written into the contract or the inspection sheet before you drive off, signed by both sides, with a copy kept for you — otherwise the cost lands on the renter. If the model you booked is not available, you can ask for another car at no extra charge, even a class above.

Insurance, fuel and the excess

Compulsory third-party cover is included in every hire by Spanish law and applies always, with statutory limits of 70 million EUR per incident for personal injury and 15 million EUR for property damage. The excess and the deposit are set out in the agreement. Our own rule on fuel is the full-to-full policy: the Mini comes with a full tank and goes back full, and if it does not, the missing fuel plus a refuelling service fee are charged as set out in the agreement.

Returning the car and closing the file

Parking and toll violations on a hired car are answered by the owner or the renter until the driver is identified, while moving offences, alcohol and drugs fall on whoever was at the wheel — DGT names rental and leasing vehicles explicitly. Keep the signed inspection sheet and the fuel receipt until the deposit clears.
