Documents for weekly car rental in Tbilisi

Two documents cover the whole week: a passport and a valid driving licence. Everything else — the deposit, the excess, the age at which we hand over the keys — is agreed with a manager when the booking is fixed, because those conditions belong to the agreement rather than to the road.

Driving licence and translation

A foreign driving licence is valid for up to 1 year from your date of entry into Georgia, and no exchange is needed for that period. Georgia is a party to the 1968 Vienna Convention.

Passport, age and deposit

Insurance and what it covers

Third-party liability for locally registered cars is not compulsory at the moment: the government put its introduction into the legislative work plan for the autumn session, with no date named, and the compulsory insurance law for foreign vehicles does not apply to a Georgian-plated car. Theft of personal belongings is not covered by standard insurance, so keep bags out of sight when the car is parked overnight. Ask which option is included before you sign, since the difference shows up only if something happens.

What to check before you drive away

• Full tank: the car is handed over with a full tank and returned full; the missing fuel and a refuelling fee are charged as set out in the rental agreement.
• Winter tyres: compulsory from 1 December to 1 March, with chains on at least two front wheels in government-defined zones under particular weather conditions.
• Speed and alcohol limits: 60 km/h in built-up areas and 20 km/h in residential zones; 90 km/h outside them and 110 km/h on motorways; 0.3 ‰ is the alcohol threshold.
• Seat belts: the driver and front passengers are required to wear them; rear belts are not compulsory by law.

Fuel: petrol, diesel and the full-to-full rule

Petrol at the pump costs 4.06 GEL a litre and diesel 4.76 GEL, a gap of roughly 17 per cent in favour of petrol. Our whole fleet on this page runs on petrol or hybrid — the Toyota Prius is the only hybrid, at $35 a day — so the 4.06 figure is the one that applies to you. Every car leaves us with a full tank and comes back full: we work full-to-full, and no other fuel option is offered. Refuelling is straightforward — the tank takes petrol or, in the Prius, petrol for the hybrid system, and a full fill is the simplest way to keep the level right.

Parking in the capital

• Street zones: paid parking runs from 1 GEL an hour, with the first 15 minutes free; pay through the Tbilisi Parking app or at a terminal.
• Permits: a yearly resident permit costs 50 GEL, six months 25 GEL and a week 4 GEL — a visitor in a hired car does not need one.
• Underground car parks: Liberty Square charges around 2–3 GEL an hour, Rike around 7 GEL a day, and Orbeliani Square around 1–2 GEL an hour.
• Enforcement: an unpaid parking fine is 50 GEL, and a tow costs 150 GEL plus 20 GEL a day in the yard.

Speed limits and the rules that carry fines

Built-up areas are capped at 60 km/h, residential streets at 20 km/h, and outside towns the limit is 90 km/h for a category B car — 110 km/h on a motorway and 80 km/h with a light trailer. Seat belts are compulsory for the driver and front passengers; the law does not require them in the back. Phones are hands-free only, both hands on the wheel. Children under three travel in a child seat or restraint matched to height and weight in the back, and a child under six may not be left alone in a parked car. The alcohol limit is 0.3 per mille. Speeding by 15–40 km/h costs 50 GEL, over 40 km/h costs 150 GEL, a phone offence 30 GEL and a missed belt 40 GEL, with a 20 per cent discount for payment within 10 days. Winter tyres are required from 1 December to 1 March, and chains on at least two front wheels may be required in government-designated zones in poor weather. All of Georgia's international and domestic roads remain free of charge — no vignette, no transponder, no toll booth.

Weekly car rental in Tbilisi for trips out of the city

Two or three days out: Kazbegi, Gudauri, Batumi

The Georgian Military Road (S3) runs 139 km from Mtskheta to the Russian border at Stepantsminda, through Zhinvali, Ananuri, Pasanauri and Gudauri, and tops out at the Jvari Pass at 2,379 m. Stepantsminda is 153 km from Freedom Square, Gudauri 121 km — usually 2 to 2.5 hours. Gudauri sits at 2,200 m by the pass, with the ski season running from early December to mid-April, and winter tyres are compulsory from 1 December to 1 March. The upper sections see landslides and snow, and the pass closes under avalanche risk — check conditions the morning you leave, not the evening before.

Rules that matter once you leave the city

• Tolls: every international and domestic road in Georgia is free of charge — the Roads Department confirmed on 10.06.2026 that this remains so, with no change planned. The Rikoti Pass (E60, east–west) opened on 29.12.2025 — 52 km, 51 tunnels, 97 bridges, four lanes, free.
• Speed: 60 km/h in built-up areas, 20 km/h in residential zones, 90 km/h outside towns and 110 km/h on motorways.
