Parking, fuel and a handful of local rules decide how smoothly a rented sedan moves through the city. None of them is complicated, but each one costs money or time when you meet it unprepared.
Parking zones and what an hour costs
- Street parking in the centre: from 1 ₾ an hour after the first 15 minutes free, paid through the Tbilisi Parking app, kerbside machines or parking.tbilisi.gov.ge.
- Resident permits: not for you — a yearly pass is 50 ₾, six months 25 ₾, a week 4 ₾, and an all-inclusive permit 800 ₾ a year; a visitor in a hired sedan does not need one.
- Underground car parks: Freedom Square runs about 2–3 ₾ an hour, Rike about 7 ₾ a day, Orbeliani Square roughly 1–2 ₾ an hour, and Galleria Tbilisi around 2 ₾ for the first hour.
- Fines and towing: an unpaid-parking fine is 50 ₾, and a towed car costs 150 ₾ plus 20 ₾ a day for the pound.
Fuel, tolls and the full-to-full rule
If the tank is short on return, the missing fuel and a refuelling service fee are charged as set out in the rental agreement, and no pre-paid or full-to-empty option exists. Tolls are the easy part: Georgia's international and domestic roads remain free of charge, the Roads Department confirmed on 10 June 2026 with no change planned, so there are no vignettes and no transponders to buy. The Rikoti pass on the east–west E60 — 52 km, 51 tunnels, 97 bridges, four lanes, opened 29 December 2025 — is free too. In practice, a run to Mtskheta or Gori costs fuel and nothing else.
Speed, belts and the rules that carry fines
In town the limit is 60 km/h and 20 km/h in residential zones; outside built-up areas a category B car may do 90 km/h and 110 km/h on a motorway, or 80 km/h with a light trailer. Belts are required for the driver and front passengers — the law does not require them in the back. Phones work only through a hands-free set or speaker, with both hands on the wheel. Children under three travel in the back in a seat or restraint matched to height and weight, and a child under six must never be left alone in a parked car. The alcohol limit is 0.3‰ (0.03%). Fines run 50 ₾ for speeding 15–40 km/h over, 150 ₾ above that, 30 ₾ for a phone, 40 ₾ for a belt, 50 ₾ for jumping a light or leaving parking unpaid, and 500 ₾ for driving without a licence, with a 20% discount for payment within 10 days. Winter tyres are compulsory from 1 December to 1 March, and chains on at least two front wheels in government-defined zones under special weather.

How far the five sedans will take you
- Ananuri and Gudauri: 66 km to Ananuri, 121 km to the resort at 2,200 m; the Volkswagen Passat is the only all-wheel-drive car on this page, and its grip matters more than its 174 hp once the road climbs.
- David Gareja: 98 km, with the last kilometres unpaved — a sedan takes them slowly, and a taller car is the better tool.
- Borjomi and Bakuriani: 160 km and 184 km respectively; the Chevrolet Malibu or Volkswagen Jetta at $39 a day is the most economical way to cover that distance.
- Stepantsminda (Kazbegi): 153 km up the S3 through Zhinvali, Ananuri, Pasanauri and Gudauri, with the Jvari Pass at 2,379 m as the high point.
Mountain roads, winter rules and the border
The Jvari Pass closes when there is avalanche risk, and the upper sections of the Georgian Military Road see landslides and snow, so a Kazbegi day trip is worth checking on the morning itself rather than booking blind. Winter tyres are compulsory from 1 December to 1 March, and in zones defined by the government, chains on at least the two front wheels are required in particular weather. Gudauri's ski season runs from early December to mid-April. All international and domestic roads in Georgia are free of charge — the Roads Department confirmed on 10.06.2026 that "use of Georgia's international and domestic roads remains free of charge", with no vignettes or transponders, and the new Rikoti section (E60, 52 km, 51 tunnels, 97 bridges) opened on 29.12.2025 on the same basis.
Crossing into Armenia
The drive to Yerevan is about 280 km, four to five hours with the border, via Sadakhlo–Bagratashen roughly 80 km south of the city (70 km to Sadakhlo by road). The second crossing, Ninotsminda–Bavra, is the alternative. Azerbaijan's land border remains sealed to passengers, so a car trip east is not possible; only the Tbilisi–Baku passenger train resumed on 26 May. A rental car goes to Armenia only with our driver; tell the manager before the booking is fixed.
