The limit is 60 km/h in built-up areas and 20 km/h in residential zones under Article 33(6), rising to 90 km/h outside built-up areas for category B and 110 km/h on motorways under Article 33(7b), with 80 km/h when towing a light trailer. Seat belts are required for the driver and all front passengers; rear belts are not compulsory by law under Article 21(9). Phones are hands-free only, both hands on the wheel. Children under three travel in a child seat or restraint matched to height and weight, and a child under six may not be left alone in a parked car.
Alcohol, winter tyres and fines
The alcohol limit is 0.3 per mille (0.03%). Winter tyres are mandatory from 1 December to 1 March, and in zones designated by the government, in specific weather, chains are required on at least two front wheels. Speeding by 15–40 km/h carries a 50 lari fine and over 40 km/h a 150 lari fine, while a phone offence is 30 lari and an unpaid parking charge is 50 lari, with a 20% discount for payment within 10 days.
