Every car legally on Spanish roads carries Seguro Obligatorio de Responsabilidad Civil, included by default: the legal limits are €70,000,000 per incident for personal injury, however many people are hurt, and €15,000,000 per incident for property damage. Parking and toll offences fall on the owner or the renter of the car; moving violations, alcohol and drugs fall on whoever was driving.
